Community Voting Process

At Crystal Hill, we believe that active participation in the voting process is essential for a vibrant and cohesive community. Whether it’s for CCR amendments, bylaw amendments, or community additions, your voice and vote matter. Below is an overview of the voting process:

Steps for Community Voting:

  1. Proposal Submission: Only proposals that have generated a good amount of community support may be submitted to the Board of Directors. This ensures that suggested changes reflect the broader interests of our residents.

  2. Board Review: The Board of Directors will review the submitted proposal to ensure it aligns with our community values and legal requirements. If approved, the proposal will be presented to the community for voting.

  3. Community Petition (if required): For community additions or significant changes, a petition with signatures from more than two-thirds (2/3) of the homeowners may be required to demonstrate community support.

  4. Community Vote: The final version of the proposal will be put to a community vote. Each homeowner will have one vote. For the vote to be valid, a quorum of at least two-thirds (2/3) of the homeowners is required.

  5. Approval and Implementation: If the proposed change or addition receives the required majority vote, it will be officially adopted and implemented. Homeowners will be notified of the outcome and any necessary steps for implementation.

Importance of Participation: We encourage all homeowners to actively participate in the voting process. Your involvement is crucial in shaping the governance and development of our community, ensuring that our neighborhood continues to thrive and reflect the needs and desires of its residents.

How will voting work?

Website Voting Process

At Crystal Hill, we prioritize a fair and efficient voting process to ensure every homeowner's voice is heard. Here’s how the website voting will work:

Voting Period: Each voting issue will be open to member votes for 30 days. During this time, verified members can cast their votes on the available topics.

Casting Your Vote:

  1. Access Voting Topics: Click the Voting tab, and then click the Cast you Vote button on the topic.

  2. Review Topics: Navigate to the voting section to review the available topics for voting.

  3. Submit Digital Ballot: Complete the entire form with valid information, and cast your vote by submitting the digital ballot for each topic you wish to vote on. This information will be checked against the member list provided by neighborhood services.

End of Voting Period: At the end of the voting period, all votes will be counted, and the outcome will be announced to the community.

  • To ensure the integrity and accuracy of our voting process, Crystal Hill HOA requires member verification. This entire process is based on information that is on your dues notices. The steps for verification are as follows:

    1. Address Verification: You will be required to verify your address. This ensures that only eligible homeowners are participating in the voting process.

    2. Current HOA Dues: All members must be current on their HOA dues to be eligible to vote. Please make sure your dues are paid up-to-date to avoid any issues with your voting eligibility.

  • Community Addition

    Voting Period: 3/3/2025 - 4/2/2025

    Speed humps or bumps (President)

    We have received several request for addition of speed bumps near the entrances, and near the playground.

    Our roads are public, as such the association can request this addition with community support, and if the city approves, the association will pay for the addition and the city will install at their leisure.

    Acquisition of Custom-Built Website

    (President)

    The Board of Directors is proposing the acquisition of the custom-built website developed by the HOA President for Crystal Hill. This website has been tailored to meet the specific needs of our community, providing a central hub for communications, event registrations, voting, and more.

    Acquiring this custom-built website will ensure continuity of service, enable future enhancements, and solidify it as an official resource for the HOA. The proposed acquisition includes all rights and access to the website, ensuring it remains a community asset for years to come.

  • Community Addition

    Voting Period: 3/3/2025 - 4/2/2025

    Shed for Pool Equipment and Chairs (President)

    We have received several request for a storage addition for the pool equipment and chairs. This addition will ensure that the associations assets are protected.

  • CCR Amendment

    Section 4.12 Household Pets: Care and Restraint; Limit on Number

    Current Reading:

    No animal shall be kept except household pets. Such pets may not be kept or bread for any commercial purpose and shall have such care and restraint so as not to be obnoxious or offensive on account of noise, order or unsanitary conditions. No savage or dangerous animals shall be kept. No more than two(2) household pets may be kept without written permission of the Declarant or Association. No pets may be permitted to run loose within the Subject Property.

    Proposed Amendment (Rules Committee):

    Pets may not be kept or bred for any commercial purpose and shall have such care and restraint so as not to be obnoxious or offensive on account of noise, order or unsanitary conditions. No pets shall be permitted to run loose within the Subject Property. (Number Limit Removed)

  • CCR Amendment

    Voting Period: TBD

    Section 4.3 Livestock

    Current Reading:

    The keeping of poultry, cattle, horse, or other livestock of any kind or character is prohibited within the Subject Property.

    Proposed Amendment (Rules Committee):

    The keeping of cattle, horses, swine or other livestock is prohibited within the Subject Property. Poultry may be kept in accordance with Oklahoma City Ordinance 9350.7.1 Animal Raising: Chickens/Quail (59-8150.2.1). (Poultry Allowed)

    Section 4.7 View from Street or Lot

    Current Reading:

    All clothesline, garbage cans, equipment, coolers, or storage piles shall be located as not to be visible from any other Lot within the Subject Property. Garbage cans must be visible on the day of pick-up only and shall be hidden from sight at all other times.

    Proposed Revision (Rules Committee):

    All clotheslines, garbage cans, equipment, coolers, or storage piles shall be located as not to be visible from any other Lot within the Subject Property. All garbage and recycle cans must be on a side of the house, not facing the street, until pick-up day. All garbage and recycle cans must be removed from the street by sunrise the day following pick-up.

    Section 4.6 Vehicle Parking and Storage

    Current Reading: No boats, trailers, campers, recreation vehicles, motor homes or large commercial vehicles, nor any vehicle in the process of being repaired or otherwise inoperable, shall be stored or parked within the subject lands. Permits for temporary parking of such vehicles may be obtained for a fee from the Association. No overnight parking of any vehicle on the street or lot, other than a concrete driveway is permitted.

    Proposed Amendment (Rules Committee):

    Indoor parking is permitted, watercraft on trailer (boats, kayaks, jet skis, canoes, etc.) and trailer parking is permitted in rear or side yards provided rear and side yards are screened from view by fencing, operable vehicles (with current registration) are permitted parking in rear or side yards provided rear or side yards are screened from view by fencing, No street parking for dual rear wheel vehicles, No street parking for 3 axle vehicles, No detached street parking for trailers, No overnight street parking between 1030pm and 630am.

    No recreation vehicles, motorhomes, or commercial vehicles larger than 26,000 pounds GVWR (class 6), nor any vehicle in the process of being repaired or otherwise inoperable, shall be stored within the subject lands. Permits for the temporary storage of such vehicles may be obtained from the association. The First week is free. The owner must identify the vehicle by license plate number or VIN. After the first week a fee of $50 per week will apply.

    Notwithstanding the provisions above, a recreational vehicle or motorhome may be parked anywhere on the premises during active loading or unloading when necessary to prepare a recreational vehicle for use. A period not to exceed 48 hours shall be a reasonable period for active loading and unloading.
